Help remind tenants, occupants, visitors and building personnel that fire escapes, public halls, stairs, corridors, passageways and required means of egress must remain clear and unobstructed.
This landlord safety notice is designed for use in NYC residential and multiple-dwelling properties as a highly visible reminder against storing or parking personal property in common areas and egress routes.
The sign references NYC Administrative Code §27-2007(c) – Certain Specific Duties of Tenants and Others.

The applicable provision states that no tenant or other person shall:
“Place any encumbrance before or upon, or cause access to be obstructed to, any fire escape, or obstruct by a baby carriage or any encumbrance, the public halls or any required means of egress;” Code Library
What This Means for NYC Buildings
Fire escapes and required exit routes should not be used for storage or obstructed by personal belongings.
The prohibition can apply to baby carriages/strollers, bicycles, boxes, furniture, packages, garbage, carts and other personal property when those items obstruct a fire escape, public hall or required means of egress.
NYC rules separately provide that in every multiple dwelling, public halls, stairs, corridors and passageways used as means of egress must be kept free and clear of encumbrances at all times, so occupants can safely reach the outside of the building. Code Library
The NYC Fire Code also requires required means of egress—including exit access, exits and exit discharge—to be continuously maintained free of obstructions and impediments to immediate emergency use.
