NYC HMC § 27-2048 — Floor Signs Explained

This code requires floor number signs in certain NYC multiple dwellings.

Who must comply:
The owner of a multiple dwelling more than two stories high must post and maintain these signs.

What the sign must say:
The sign must clearly state the floor number, such as:

1st FLOOR
2nd FLOOR
3rd FLOOR

Where signs must be posted:

  1. Public hallway near the stairs
  2. Public hallway near the elevator, if the building has one
  3. Inside any stair enclosure / stairwell

Purpose of the law:
The goal is quick identification of floors for:

  • Tenants and visitors
  • Emergency responders
  • Firefighters
  • EMS and police
  • Building inspectors

Meaning of “sufficient size to be readily seen”:
The sign must be large enough, visible, legible, and not hidden behind doors, pipes, decorations, or poor lighting.

Practical compliance note:
For buildings over two stories, each floor should have a clearly visible floor-number sign near stairs/elevators and inside stairwells. Missing, damaged, faded, or hidden signs can lead to an HPD violation.

“The owner of a multiple dwelling more than two stories in height shall post and maintain a sign, of sufficient size to be readily seen, which states the number of the floor. Such signs shall be located in the public hall near the stairs and elevator, and within any stair enclosure.”
