Description
Residential property owners in New York City are responsible for maintaining exterior building components in safe and properly protected condition under NYC Housing Maintenance Code §27–2014. One of the primary requirements of this section involves the maintenance and repainting of exterior window frames and window sashes. The law requires owners to apply at least one coat of exterior-grade paint to exposed exterior window components at least once every five years unless the windows are constructed from approved atmospheric corrosion-resistant metal. These requirements are intended to help preserve the structural integrity of windows and protect buildings from deterioration caused by constant exposure to weather and environmental conditions.
Exterior window frames and sashes are continuously subjected to rain, snow, sunlight, humidity, temperature changes, and outdoor pollutants. Without proper maintenance, painted surfaces may begin to peel, wood may rot, metal may corrode, and water infiltration may occur around window openings. Over time, neglected windows can create unsafe conditions, reduce energy efficiency, and contribute to larger building maintenance issues. Property owners are required to paint fire escapes with two coats of paint using contrasting colors. The use of contrasting colors allows inspectors and maintenance personnel to verify that both coats were properly applied and that the structure has received complete coverage. For newly installed fire escapes, the first coat must be applied before erection and the second coat after installation. However, these painting requirements generally do not apply to approved atmospheric corrosion-resistant metal fire escapes.
Whenever rust or corrosion develops on a fire escape, owners are required to scrape and remove the corrosion products before repainting the structure with two contrasting coats. Corrosion can weaken stairways, platforms, railings, bolts, welds, and structural supports, potentially creating serious safety hazards during emergencies. Routine maintenance of fire escapes is essential not only for code compliance but also for the protection of building occupants and emergency responders. Owners are encouraged to conduct regular visual inspections and promptly address signs of rust, loose paint, deterioration, or structural damage to help maintain safe emergency egress conditions.
