NYC HPD Boiler Room Key Notice Requirement
Housing Maintenance Code (HMC) § 27-2033 – Access to Boiler Room
New York City Housing Maintenance Code § 27-2033 requires owners of multiple dwellings to ensure that the area containing the building's heating system (boiler room, furnace room, or heating equipment room) is readily accessible for inspection by HPD and other authorized agencies.
If the boiler room or heating system area is kept locked, the owner must:
- Keep a key on the premises at all times.
- Designate a person who has access to the key.
- If a resident janitor or superintendent performs janitorial services in the building, that person should hold the key.
- Post HPD-approved notices identifying the designated key holder and where that person can be located.
Required Sign Locations
Sign #1 – Lobby / Public Area
One notice must be posted conspicuously in a public area where tenants, inspectors, and emergency personnel can easily see it, such as:
- Building lobby
- Vestibule
- Entrance foyer
- Next to the mailboxes
- Building information board
- Near the main entrance door
The purpose of this notice is to allow HPD inspectors, DOB inspectors, FDNY personnel, building staff, and residents to quickly determine who has access to the boiler room key.
Sign #2 – Boiler Room Entrance
A second identical notice must be posted:
- On the boiler room door, or
- Immediately adjacent to the boiler room entrance
This allows inspectors or emergency personnel who arrive at the boiler room to immediately locate the designated key holder if access is needed.

Purpose of the Law
The purpose of HMC § 27-2033 is to ensure that:
- HPD can gain access during heat and hot water inspections.
- Emergency repairs can be performed without delay.
- FDNY, DOB, utility companies, and building personnel can quickly access the heating system area when necessary.
- There is always a responsible person available who knows where the key is located.
Failure to provide access to the heating system area or failure to post the required notice may result in HPD violations.
