Register online here: https://www.nyc.gov/site/hpd/services-and-information/register-your-property.page

Step 1: Check if you must register
You must register with HPD every year if your property is a residential building with 3 or more units, or a 1–2 family house where the owner or owner’s family does not live there.

Step 2: Open HPD PROS
Click “Register Your Property” on the HPD page. This opens HPD’s Property Registration Online System (PROS).

Step 3: Enter the building information
Fill in the property address, owner information, managing agent information, phone numbers, mailing addresses, and email if available.

Step 4: Print the form
After completing the form online, you must print it. Online entry alone is not enough. HPD says the form still needs to be printed, signed, and mailed.

Step 5: Sign the form
The owner and the managing agent must sign and date the form.

Step 6: Mail the signed form to HPD
Mail it to:

PO Box 3888
New York, NY 10008-3888

Step 7: Pay the $13 fee
The annual HPD registration fee is $13 and is billed by the NYC Department of Finance.

Step 8: Confirm registration
HPD should notify you by mail or email. If you do not receive confirmation in 2–4 weeks, check HPD Online or your PROS account.

Section 27-2098 – Registration Statement; Contents

(a) The registration statement must include the following information:

(1) Property Identification

  • The building's block and lot number.

  • The street address and all adjoining street names.

  • For certain garden-type maisonette developments, the registration must include the street number for each dwelling and identify the project by the address designated by HPD.

(2) Owner Information

  • Owner's name.

  • Home and business address.

  • If the owner is a corporation:

    • Corporate name and address.

    • Names and addresses of corporate officers.

    • Names and addresses of anyone owning more than 25% of the corporation.

  • If the owner is a partnership:

    • Partnership name and business address.

    • Names and business addresses of all general partners.

    • Names and business addresses of limited partners owning more than 25%.

  • If the owner is under 18 years old or legally incompetent, the legal representative must file the registration.

(3) Managing Agent Information (Multiple Dwellings)
The registration must include:

  • Name and address of the managing agent.

  • The managing agent must:

    • Be a natural person.

    • Be at least 21 years old.

    • Live in New York City or regularly work from a business office located in New York City.

  • A qualified owner or corporate officer may serve as the managing agent.

(4) Emergency Telephone Number
For:

  • Multiple dwellings, or

  • One- or two-family homes not occupied by the owner or owner's family,

the registration must include a telephone number where the owner, corporate officer, or managing agent can be reached at all times during an emergency.

This telephone number is not a public record and may only be used by authorized HPD employees for emergencies.

(5) Service of Notices (1–2 Family Non-Owner Occupied Homes)
The registration must identify:

  • A natural person over 21 years old.

  • A New York City resident.

  • Authorized to receive HPD notices, orders, and summonses on behalf of the owner.

(6) Valid Business Address
A Post Office Box (P.O. Box), private mailbox, or similar mail forwarding service cannot be used as the only business address on the registration statement. HPD will reject registrations containing only these addresses.

(b) Signatures

The registration statement must be signed by:

  • The owner, or

  • A corporate officer if the owner is a corporation.

The managing agent (or designated person for one- or two-family dwellings) must also sign to accept the designation, unless the owner or corporate officer is serving as the managing agent.

(c) Filing Fee

  • The registration must be submitted on HPD-approved forms.

  • The filing fee is $13.00.

  • No additional filing fee is required when filing a supplemental registration.

(d) Additional Information

HPD may require additional ownership or management information if it determines the information is related to the operation or ownership of the building.


§ 27-2100 Registration Statement; Change of Address

Section 27-2100 – Registration Statement; Change of Address

An owner required to register with HPD must update the registration within five (5) days if any of the following changes occur:

  • The owner's mailing address changes.

  • The list of corporate officers changes.

  • The address of any listed corporate officer changes.

There is no additional filing fee to file the amended registration statement.


§ 27-2101 Change of Managing Agent

Section 27-2101 – Change of Managing Agent

(a) Owner Changes the Managing Agent

The owner may replace the managing agent at any time by filing a registration naming a qualified successor with HPD.

(b) Managing Agent Resigns

A managing agent may resign by:

  • Filing written notice with HPD.

  • Serving a copy of the notice on the owner.

The resignation becomes effective eight (8) days after filing.

The notice must include:

  • Building registration number.

  • Building address.

  • Owner's name and address.

  • Proof that the owner was properly notified.

Before the resignation becomes effective, the owner must file a registration naming a qualified replacement managing agent.

(c) Death, Incompetence, or Disqualification

If a managing agent dies, becomes legally incompetent, or no longer qualifies (for example, moves out of New York City), the owner must file a new managing agent designation with HPD within eight (8) days.

(d) No Additional Filing Fee

Changing or redesignating a managing agent must comply with the registration requirements of §27-2098, and no additional filing fee is required.
