ANNUAL FIRE AND EMERGENCY PREPAREDNESS BULLETIN REQUIREMENT

NYC FDNY COMPLIANCE NOTICE FOR BUILDING OWNERS

Under FDNY Rule 3 RCNY §401-06(d), owners of residential apartment buildings are required to reproduce and distribute an Annual Fire and Emergency Preparedness Bulletin to all building residents and building staff each year.

The purpose of this bulletin is to provide important fire safety and emergency preparedness information that can help protect lives and property during fires, storms, power outages, active shooter incidents, and other emergencies.

Building Owner Responsibilities

Building owners must:

• Distribute the current FDNY Annual Fire and Emergency Preparedness Bulletin to all residents and building staff annually.

• Provide residents with important fire safety and emergency preparedness information.

• Ensure that required Fire Safety Notices are properly installed on apartment entrance doors.

• Provide residents with the NYC Apartment Building Emergency Preparedness Guide and Evacuation Planning Checklist.

Topics Covered in the Annual Bulletin

Lithium-Ion Battery Safety

The bulletin provides guidance on the safe use, charging, storage, and disposal of lithium-ion batteries commonly found in:

• E-bikes
• E-scooters
• Mobile phones
• Laptops
• Tablets
• Electric vehicles

Residents are reminded to never use damaged, modified, or uncertified batteries and to call 911 if a battery shows signs of overheating, leaking, swelling, unusual odors, or strange noises.

Close the Door – Save Lives

The bulletin explains the importance of keeping apartment and stairwell doors closed.

Closed doors help:

• Contain fire and smoke
• Protect escape routes
• Keep hallways and stairwells safer
• Allow firefighters to perform rescue operations more effectively

Emergency Preparedness

Residents should review the NYC Apartment Building Emergency Preparedness Guide, which contains information about:

• Fire emergencies
• Severe weather events
• Power outages
• Explosions
• Evacuation planning
• Family emergency preparedness

Fire Safety Notice Requirements

Every apartment entrance door must have the proper FDNY Fire Safety Notice installed on the inside of the door.

The notice provides life-saving instructions based on the building's construction type:

• Combustible (Non-Fireproof) Building
• Non-Combustible (Fireproof) Building

Active Shooter Emergencies

The bulletin includes guidance based on the NYPD's:

Avoid • Barricade • Confront

strategy and provides instructions for protecting yourself during an active shooter event.

Who Must Receive the Bulletin?

The annual bulletin must be distributed to:

• Apartment residents
• Tenants
• Building employees
• Superintendents
• Porters
• Maintenance personnel
