Rent stabilization notice installation guide

Local Law 86 of 2025 was enacted to improve transparency for tenants living in buildings containing rent-stabilized apartments. The law requires owners to post a notice informing residents that:

  • The building contains one or more rent-stabilized apartments.
  • Tenants have the right to determine whether their apartment is rent stabilized.
  • Owners must register rent-stabilized apartments annually with the New York State Division of Housing and Community Renewal.
  • Owners must provide tenants with a copy of the annual registration information pertaining to their apartment.
  • Failure to file the required annual registration may result in civil penalties.

Buildings Required to Comply

This law applies to:

  • Every multiple dwelling containing one or more rent-stabilized dwelling units.

Even if only one apartment in the building is rent stabilized, the notice is required.

Where the Notice Must Be Installed

The notice must be posted:

  • In a conspicuous location
  • Within the common area
  • At the entrance of the building

Typical installation locations include:

  • Main lobby
  • Entrance vestibule
  • Main hallway immediately inside the entrance
  • Other common entrance area visible to all residents

The notice should remain continuously posted and readily visible to tenants and visitors.

Information Required on the Notice

According to the official HPD template, the notice must include:

  • Building address
  • HPD Property Registration Number
  • Statement that the building contains one or more rent-stabilized apartments
  • DHCR telephone number:

  • Statement that owners must file annual registrations
  • Statement that owners must provide tenants with their registration information
  • Statement that owners who fail to register may be subject to penalties.

Material:

Although Local Law not specify the material of the required notice, it is common HPD practice for permanent building notices to be displayed on durable, vandal-resistant materials such as aluminum, metal, rigid plastic, or other long-lasting signage.

Effective Date

  • Passed by the City Council: May 28, 2025
  • Became law: June 30, 2025 (returned unsigned by the Mayor)
  • Effective: January 26, 2026 (210 days after becoming law).

Penalties

Failure to post the required notice constitutes a violation of the law and subjects the owner to a civil penalty under Administrative Code § 27-2115(a).

Best Practice Installation

  • 040" or thicker aluminum sign
  • Mounted permanently with screws or heavy-duty adhesive
  • Installed at eye level (approximately 48–60 inches above the finished floor)
  • Located in the main lobby or entrance vestibule where it is clearly visible to all residents upon entering the building
