NYC Natural Gas Alarm Law Update (2025): New Deadlines, Market Availability & Code Requirements

NYC NATURAL GAS ALARM LAW — DETAILED SUMMARY FOR CUSTOMERS

  1. NEW DEADLINE TO INSTALL NATURAL GAS ALARMS

Under NYC Administrative Code §27-2045(b)(1)(c), owners must install approved natural gas detecting devices in all covered residential buildings by:

-> New Deadline: January 1, 2027

(Previously required for 2025.)

  1. UPDATED BUILDING CODE SECTIONS

The law repeals old BC §908.10 and replaces it with:

  • BC §908.13 – Natural Gas Detecting Devices
  • Admin. Code §28-315.2.4 – Compliance Deadline

These sections require that natural gas alarms must be:

  • Listed,
  • Approved, and
  • Installed according to DOB rules and referenced standards.
  1. OWNER REQUIREMENTS (RESIDENTIAL BUILDINGS)

For standard residential buildings (multiple dwellings):

Owners must provide and install at least one approved natural gas alarm in each dwelling unit in accordance with:

  • BC §908.13
  • Admin. Code §28-315.2.4

For Class B multiple dwellings:

Owners may install a line-operated zoned gas detection system with:

  • Central panel annunciation
  • Central office tie-in
  • Detectors in all public corridors + spaces
  1. MARKET AVAILABILITY REQUIREMENTS (NEW SECTION ADDED)

This is the most important update for property owners and product sellers.

The law adds Admin. Code §28-315.2.4.1 – Market Availability Review:

-> DOB must check the market by July 1, 2026.

DOB must investigate manufacturer availability of natural gas detectors that:

  • Meet BC §908.13,
  • Are battery-powered, and
  • Are approved for NYC residential use.

-> What DOB is looking for:

DOB needs to confirm that at least FOUR (4) different manufacturers produce compliant gas alarms.

-> If fewer than 4 manufacturers exist:

The Commissioner must extend the installation deadline to:

-> January 1, 2029

This extension will be issued by DOB Rule and published officially.

Purpose:

Ensures the market has enough supply, pricing stability, and product diversity before enforcing mandatory installation.

  1. EFFECTIVE DATE

The law takes effect immediately upon enactment.
All updated sections (BC §908.13, Admin Code §28-315.2.4, and §28-315.2.4.1**) become active right away.
