This document explains in plain English what the NYC Bedbug Annual Filing Law requires and what building owners must do each year to remain compliant.
Who Must File
- All residential buildings with 3 or more dwelling units.
• You must file even if your building had ZERO bedbug infestations.
Reporting Period & Deadline
- Reporting Period: November (previous year) through October (current year).
• Filing Window: December 1 through December 31.
• After December 31, HPD may issue a violation for failure to file.
Step-by-Step Compliance Process
Step 1 – Confirm HPD Registration
Make sure your property is registered with HPD. HPD will not accept your Bedbug Annual Report if your building is not properly registered.
Step 2 – Request Information from Tenants
Each year, you must request information from all occupants about bedbug infestations during the reporting period.
Best Practice:
• Send written notice to each unit.
• Keep copies of notices and tenant responses.
• Cross-check with exterminator invoices and maintenance logs.
Step 3 – Calculate Required Numbers
You must report FOUR numbers:
1. Total number of dwelling units in the building.
2. Number of units that had bedbugs during the reporting period.
3. Number of units where eradication measures were taken.
4. Number of units that became re-infested after eradication.
Step 4 – File the Report
- Most owners must file online through HPD’s website.
• Individual or joint owners may be allowed to mail a hard copy.
• Ensure ALL sections are completed or the form may be rejected.
Step 5 – Notify Tenants After Filing
Within 60 days after filing:
• Post a copy of the filed report in a prominent area, OR
• Distribute a copy to tenants at lease renewal or new lease signing.
You must also post or distribute the official DOHMH Bedbug Information Notice.

Keep copies of:
• Tenant notification requests
• Extermination records
• Filed report confirmation
• Proof of posting or distribution
Maintaining documentation protects you in case of inspection or violation.
